Portugal Digital Nomad Visa for Freelancers: How to Open Your Activity With Finanças

By Arturo García de la Cruz · Immigration Lawyer at MoveWise · Last updated: 29 October 2026
💡 The short answer: If you hold a Portugal D8 as a freelancer and become a Portuguese tax resident, you normally register your self-employed activity with the tax authority (Finanças) by filing a declaração de início de atividade on the Portal das Finanças, before your declared start date. Your estimated turnover sets your IRS regime (simplified up to €200,000) and your VAT regime. Social Security contributions normally start in the 12th month after a first start of activity.
This guide is for freelancers, contractors and other self-employed professionals who have obtained, or are about to obtain, a Portugal D8 digital nomad visa and will become tax resident in Portugal while continuing to work for clients abroad. If you are still preparing your visa, start with our Portugal digital nomad visa requirements checklist.
After reading it you will know when to open activity, what to prepare, how the filing works, which IRS and VAT regimes are likely to apply, and what Social Security will ask of you. It is the question we are asked most by D8 clients after approval.
The guide is prepared by MoveWise's Portugal team and checked against the tax authority's own leaflets and pages, linked in each section. It explains the mechanics; it does not replace advice from a Portuguese certified accountant (contabilista certificado), which we strongly recommend before you file.
The pitfall it helps you avoid: choosing an activity code or VAT regime in a hurry, online, without understanding that these choices decide how much of your income is taxed and what you must charge your clients.
In this guide:
The mechanics of opening activity did not change in 2026. Two points are worth knowing.
Opening activity is for people who invoice clients in their own name. If you are employed, or invoice through a company, your situation is different.

Open activity as a Portuguese tax resident with a Portuguese tax address. Several regimes, including the article 53 VAT exemption, apply only to taxpayers domiciled in Portugal.
The tax authority treats you as resident if, in any 12-month period starting or ending in the year concerned, you spend more than 183 days in Portugal, or you have a home here on any day of that period in conditions that suggest you intend to keep it as your habitual residence. Once either applies, you must declare your Portuguese residence within 60 days (Portal das Finanças: from non-resident to resident).
✅ Documents (non-EU nationals): your passport plus a residence permit valid on the date of the request, or the AIMA appointment confirmation or receipt for your pending application
✅ Address match: the document must show the address you are registering; if it differs from the one on your AIMA documents, add proof that you asked AIMA to update it, plus a lease, deed or similar document
✅ How: online through the e-balcão (Registo Contribuinte → Alteração Morada/Singulares), or in person by appointment at a tax office or Loja do Cidadão; a representative can file with a power of attorney
✅ Confirmation: the change takes effect once you enter a code posted to your new address (tax authority leaflet for foreign citizens)
✅ Foreign-language documents need a certified translation
💡 Pro tip: if you obtained your NIF through a tax representative, review that arrangement once you are resident. Since Decreto-Lei 44/2022, non-residents can avoid appointing a representative by joining the tax authority's electronic notifications (Portal das Finanças FAQ). Whichever route you used, make sure official letters will reach you.
The declaration must be filed before you start the activity, at the latest on the start date you declare (gov.pt). A start date earlier than the filing date can lead to a fine.
✅ For D8 freelancers, the practical trigger is becoming a Portuguese tax resident while continuing to invoice your foreign clients.
✅ Agree the exact start date with your accountant so that it fits your tax residence and the last invoices you issue under your registration abroad.
✅ Close or adapt your registration in your previous country according to its own rules, so that you do not invoice the same work from two tax systems.
💡 Pro tip: do not open activity in Portugal before you are resident just to "look established" in your visa file. The D8 is built on foreign income; your Portuguese registration belongs to the residence phase.
⚠️ Common mistake: carrying on invoicing for months after moving without opening activity. Income earned while tax resident is taxable in Portugal, and a late start creates penalties and backdated obligations.
You can file online in a single session if you prepare four things in advance: your login, your activity code, your turnover estimate and your IBAN.
💡 Pro tip: the online form is a questionnaire with help text, and you can save it and finish later. Fill it in once with your accountant on a call: it takes less time than correcting a wrong regime afterwards.
Most D8 freelancers start in the simplified regime, where tax is calculated on a fixed share of income rather than on actual profit.
✅ Who is in it: taxpayers with up to €200,000 of annual self-employed (category B) income, unless they opt for organised accounts. Above €200,000 in two consecutive years, or above €250,000 in one year, organised accounts become mandatory from the following year (tax authority leaflet, March 2026).
✅ How much is taxed: 75% of income from the professional activities listed in the article 151 table, and 35% of income from other services (article 31 of the IRS Code).
✅ Expense condition: above €27,360 of gross service income, part of the deduction depends on expenses you can actually document. If they fall short of 15% of gross income, the difference is added to your taxable income (summary by the Ordem dos Contabilistas Certificados).
✅ Organised accounts: optional below €200,000; they tax actual profit and require a certified accountant. An option filed by the end of March takes effect for that year.
✅ Rates: the taxable amount is added to your other income and taxed at the progressive IRS rates. The 2026 brackets were updated by 3.51% (AT newsletter, January 2026).
⚠️ Common mistake: choosing an activity code that does not match your real profession. The code decides whether 75% or 35% of your income is taxed, and it should be consistent with the contracts and invoices in your visa file. Ask an accountant to choose it with you.
The IFICI regime (article 58.º-A of the Tax Benefits Statute) taxes qualifying income at 20% for 10 years, but only for specific qualified activities (research, highly qualified roles in qualifying companies, certified startups and similar). Most D8 freelancers working for foreign clients do not qualify. If you think you might, registration is due by 15 January of the year after you become resident. If tax is the deciding factor between countries, compare Spain's Beckham Law, which is open to digital nomad employees but generally not to ordinary freelancers.
VAT is where D8 freelancers most often need professional advice, because the answer depends on who your clients are and where they are established.
✅ Available only to taxpayers with seat or domicile in Portugal
✅ Turnover in Portugal in the previous year of up to €15,000 (for a first year, an estimate up to €15,000)
✅ Lost immediately once current-year turnover exceeds €18,750: VAT is due from the invoice that crosses it, and you must file a change declaration within 15 working days
✅ Invoices carry the mention "IVA - regime de isenção"
✅ The tax authority's leaflet also lists "no export operations or related activities" among the conditions
✅ Services supplied to business clients established outside Portugal are often not subject to Portuguese VAT under the place-of-supply rules (reverse charge for EU business clients, no Portuguese VAT for most services to businesses outside the EU), but the rules depend on the service and the client
✅ Services to private individuals follow different rules, and some digital services have special ones
✅ If you are in the normal regime, VAT returns are quarterly for turnover below €650,000
💡 Pro tip: before you file, list your clients by type (business or private) and country, with your expected annual billing for each. An accountant can choose your VAT regime from that list in minutes; without it, the choice is guesswork.

Once your activity is open, every amount you receive from a client needs an invoice issued through the tax authority's system or certified software.
✅ Documents: invoice (fatura), receipt or invoice-receipt (fatura-recibo), commonly called "recibos verdes"
✅ Where: the Portal das Finanças invoicing area, the ATGO app or certified invoicing software; if you use other software, invoice data must be communicated by the 5th of the following month
✅ Mentions: the VAT regime must appear on the invoice (for example "IVA - regime de isenção" under article 53)
✅ Withholding tax: applies when your client keeps organised accounts and your income exceeds €15,000 (previous year or current year). The rate is 23% for professional activities in the article 151 table and 11.5% for other services. Clients established abroad do not normally withhold Portuguese tax, so most D8 freelancers' invoices carry no withholding
💡 Pro tip: issue invoices in euros or state the euro equivalent, and keep the bank credit for each one. The same reconciliation you prepared for your D8 file will help at your first IRS return and at your permit renewal.
Opening activity with Finanças is communicated to Social Security, but you still need your Social Security number (NISS) and to follow your own obligations.
✅ NISS: self-employed residents usually request it in person at a Social Security office or Loja do Cidadão; it is permanent (the full post-arrival sequence is in our D8 requirements checklist)
✅ First 12 months: enrolment takes effect on the first day of the 12th month after the activity starts, so in practice there are no contributions in the first 12 months (Social Security information sheet)
✅ After that: 21.4% (25.2% for sole-trader entrepreneurs) on "relevant income", which is 70% of service income (20% of sales of goods), declared quarterly; the monthly base is one third of the quarter's relevant income, with a minimum contribution of €20
✅ Posted with an A1 certificate or a certificate of coverage? You may remain covered by your home system while the certificate is valid, but register and obtain the NISS anyway; when it expires you switch to the Portuguese scheme, and a late registration can create backdated contributions
⚠️ Common mistake: declaring to Social Security an income that differs from the income you declared to AIMA. Discrepancies surface at your permit renewal.
Yes, if you are self-employed, invoice clients in your own name and become a Portuguese tax resident. You file a declaração de início de atividade before your start date. Remote employees paid through a foreign payroll do not open self-employed activity, although they still have Portuguese tax obligations as residents.
Yes. You file on the Portal das Finanças under "Atividade" → "Submeter declarações", using your NIF and password, the Chave Móvel Digital or a Cartão de Cidadão. You can also file in person at a tax office or Loja do Cidadão. If you choose organised accounts, a certified accountant must file for you.
Yes, in practice. As a resident you must declare your Portuguese address to Finanças within 60 days, and the article 53 VAT exemption is reserved for taxpayers domiciled in Portugal. As a non-EU national you need your passport and your residence permit or AIMA appointment proof to change the address.
The simplified regime, in most cases. It applies up to €200,000 of annual self-employed income unless you opt for organised accounts. In it, 75% of income from the professional activities in the article 151 table is taxed, or 35% for other services, subject to an expense condition above €27,360 of gross income.
No, often not, for business clients abroad: services to businesses established outside Portugal are often outside Portuguese VAT under the place-of-supply rules. The answer depends on the service and on whether the client is a business or a private individual, so confirm it with an accountant before your first invoice.
12 months after starting, in practice. For a first start of self-employed activity, enrolment takes effect in the 12th month after the start. From then you pay 21.4% on 70% of your service income, declared quarterly, with a €20 minimum contribution. Self-employed people must obtain a NISS.
No, in most cases. IFICI's 20% rate covers specific qualified activities, such as research, highly qualified roles in qualifying companies and certified startups. Most freelancers working for foreign clients do not fit those categories. If you think you might, registration is due by 15 January of the year after you become resident.
